The service doesn't work in non-English OS
I'm having problem with since your upgrade. Viewing or building a view doesn't work (I can see only the title of the view) in operating systems with Polish localization (possibly the same is with other non-English localizations). I tried several different versions of Polish Windows and Linux, different browsers and even different networks -having the same problem. The service however works correctly in any English operating system (I tried Ubuntu and Win 7). Probably there is some issue in localization handling. Could you check this?

I also have the same problem. I am trying to use Viewshare in the Netherlands and i cannot come further than step 4 from the tutorial. I cannot see any other view and i cannot do anything else but to edit my view. When i click on build nothing happens, i only see a white field. It is very frustrating because i am trying to show my class how to use this site as an historian.

I've tried reproducing the "Viewing [...] a view doesn't work in operating systems with Polish localization" issue by running a Live CD of Ubuntu 14.04 Desktop under Polish localization, and navigating in Firefox 31.0 to http://viewshare.org/views/DOVE/desegregation-of-virginia-education-dove/ with all three of the default UTF-8 encoding, ISO Central European encoding, and the Windows Central European encoding selected. I am able to see the view. I was also able to create a view with a CSV file (but it was in UTF-8 encoding, not 8859-2).
Would you mind providing more detail on your issue? Is it true for all views, or simply for views you are trying to create? Is the problem that your the views aren't showing? Where is your ability to build a view failing?
Also, a quick question: do you have JavaScript disabled?
